Is Horizon West part of Winter Garden?
No.
Horizon West is a distinct, unincorporated master-planned community in western Orange County. It is not part of the City of Winter Garden, even though many Horizon West addresses carry a Winter Garden mailing address.
Why the Confusion Exists
Horizon West and Winter Garden are geographically adjacent in western Orange County. Many homes in the Horizon West development use "Winter Garden" as their mailing address because of how the United States Postal Service assigned ZIP codes and addresses in the area. This creates a common misunderstanding that Horizon West is a neighborhood within Winter Garden.
In reality, the two are governed differently:
- City of Winter Garden: An incorporated city with its own city government, city commission, police department, and municipal services. The city has defined boundaries.
- Horizon West: An unincorporated planned community within Orange County. It does not have its own city government. It is governed by Orange County and managed through community development district (CDD) and homeowners association (HOA) structures.
Why It Matters
The distinction matters for several practical reasons:
- Taxes and services: City of Winter Garden residents pay city taxes and receive city services. Horizon West residents pay Orange County taxes and receive county services.
- School assignments: School zoning depends on your specific address, not your mailing address. A Horizon West address and a Winter Garden address in the same general area may be assigned to different schools.
- Development rules: Horizon West is governed by CDD and HOA rules that are specific to the community. Winter Garden has its own city ordinances.
- Future governance: There have been ongoing discussions about whether Horizon West may eventually incorporate as its own city. As of this writing, it remains unincorporated.
What About Other Winter Garden Addresses?
Not every address with a "Winter Garden" mailing address is within the City of Winter Garden. Large areas of unincorporated Orange County in the western part of the county use Winter Garden as their mailing city. This includes parts of the Horizon West area, areas along the SR 50 corridor, and other unincorporated communities.
Always verify the actual city, county jurisdiction, and school zone for any specific address you are considering.
